(also it was confirmed the second season will actually start broadcasting with a japanese dub in January so CR and thus HorribleSubs will probably have it before long)

Yes. The subtitles are his only. This is my first time uploading a torrent. So have no clue how to give credits to him. Although, note that I only do typesetting and timing adjustment. Entire translations are from "Busiao Zu" (Just his rant is removed in this torrent). Do check his channel on youtube. :)

Ah cool, that's pretty useful. I don't mind seeing his rants and jokes when they're on youtube because it feels less like it needs to be serious or whatever, but this is useful for archiving etc., thanks a lot :D

You can get it anywhere. First episode is easy to comeby. The later ones are difficult. Just search for outcast 2. The second torrent "[fan sub]the Outcast s2 ep 1 eng sub [720p][Animate].m4v' is the first episode
