These are encodes primarily sourced from the French DVDs, with the Japanese DVDs used to fill in the eyecatches and previews. Why did I use the French DVDs instead of the Japanese DVDs? Because the Japanese DVDs look like utter garbage by comparison. Here's a few screenshots to show this (left: this release; right: japanese DVD)

I'm not the one who actually made the rips, but I definitely think the left one looks better - the right one looks very noticeably blurrier and dirtier.
As far as I know, the R2Js have dotcrawl and rainbowing, and probably ghosting issues, due to being a typical crappy 1990s Japanese-made telecine. Also that OP shot seems to have lost dark details on the R2J. The R2FR is not ideal, and is possibly linedarkened, but it seems preferable to the R2J masters IMO.
