The framerate is not correct. IT DVD has 23.976fps encoded video with soft-pulldown flags to instruct the DVD player to get 25fps output by repeating a frame after x-something frames.
You are not supposed to apply field matching and decimation because it's not hard-pulldown. Just strip the soft-pulldown flags with something like tsMuxer. In your video there are repeated frames because you are smearing out 23.976fps over 24fps.

Thanks for info! I checked the source and you are probably right - this would have helped a lot 5 years ago when I first started this project. I assumed that video was hard-pulldown because every tool I used displayed it as such.
I guess this means I will have to do a v2 for first 3 seasons at some point to fix the video (and minor subtitle issues that some episodes have).

I actually used tsMuxer to demux video with soft-pulldown flags stripped for an MKV remux of IT DVD SuperS and Sailor Stars that I was working on, but I don't think I'll finish it. After the soft-pulldown is stripped, the pulldown info doesn't show up anymore in mediainfo. You do need to remux the tsMuxer output to MKV in mkvtoolnix with framerate manually set to 23.976fps, or else some programs will interpret fps as 47.952fps (23.976fps with pulldown after each frame) for some reason. Maybe there is a better program to remove pulldown flags with.
When you start work on SuperS, there is a compression problem in the IT DVD that you should keep in mind. In episodes 132-134, 139, 140, 141, 142, 155 and 157 there is a single blocky frame somewhere at the start of the Moon Gorgeous Meditation attack.

I tried to fix the blocky frame by resizing, blurring and fake graining a frame from the low quality SMC encode ([folder with fixes](https://mega.nz/folder/HlN3zCKJ#bEGJgolZTkgMgX3wNso31A)), but it's not the most ideal fix (though it's hard to notice the imperfections of the fix in motion). You can probably create a better fix than I do.

I didn't do any "real" filtering for first 3 seasons, so it is unlikely I will do it for 2 last ones. If it is really bad, then maybe, but I am pretty sure I have skipped a lot of compression issues already and I don't have what it takes to do scene-by-scene filtering for 200 episodes.
Regardless, thanks for the tips! I will take a closer look at that problem when I get there and make a decision on how to proceed.

Yeah, I understand. It's thankfully almost completely unnoticeable in motion. I only came across this issue by coincidence when I paused at the blocky frame, otherwise I would have never found out. lol

I plan to do both Sailor Moon Super S and Sailor Stars, but it will be a while (months) before I release them. Still, my plans are subject to change, specially if someone makes a release for those seasons with similar specs to mine.
@Hark0n - That's absolutely fair, just wanted to see if the remaining seasons were on your list to do. Look forward to hopefully seeing your releases down the road

If Italian DVD quality is really bad, then I will look for another source, but I don't think it was (I downloaded them a while ago, so I could be misremembering things).
Also, description in Bunny Hat Raw's release suggests that Italian DVDs were better source as they used them for SuperS specials instead of Japanese DVDs.
Fantastic release yet again. Your ongoing commitment to putting out the best possible release of this timeless show is greatly appreciated. Thanks for your attention to the framerate issue; I'll wait warmly for the eventual V2s as well as the latter two seasons. Hats off to you for this wonderful gift.
